Isaiah 28:16–19
Isaiah 28 is one of the most striking prophetic passages describing how God will both redeem and judge in the last days. It reveals the foundation of salvation God laid in Zion, the plumb line of His justice, the collapse of false security, and the overwhelming scourge that will finally awaken Israel to the truth.
God begins with a declaration of hope:
“Behold, I am the one who has laid a foundation in Zion, a stone, a tested stone, a precious cornerstone, of a sure foundation; whoever believes will not be in haste.” (Isaiah 28:16)
This is Jesus—the Cornerstone rejected by the builders but established by God Himself. Salvation begins in Zion, and all who believe in Him stand secure. They are not panicked or swept away. They rest on a sure foundation.
For the righteous, this is a promise of deliverance.
But the next verses turn sharply toward judgment.
“And I will make justice the line, and righteousness the plumb line; and hail will sweep away the refuge of lies, and waters will overwhelm the shelter.”
A plumb line is a tool used to determine what is straight and true. God is announcing that He will measure the world by perfect justice and perfect righteousness. Everything that is crooked will be exposed. Every lie will collapse.
The “hail” is not accidental imagery. Revelation describes great hailstones falling during the Tribulation judgments. Isaiah is describing the same future period when God’s judgments will sweep away every false hope humanity trusted in—including Israel’s.
“Then your covenant with death will be annulled, and your agreement with Sheol will not stand.”
In Isaiah’s day, this referred to political treaties with pagan nations.
In the last days, it points to the ultimate false security: the Antichrist’s covenant, the alliances and agreements that Israel believes will protect them.
But God says plainly:
Nothing built on a lie will stand.
Then comes the most sobering section:
“When the overwhelming scourge passes through, you will be beaten down by it. As often as it passes through it will take you; morning by morning it will pass through, by day and by night.”
This describes the Tribulation judgments coming in waves—seals, trumpets, and bowls—morning and night, until Israel is shaken awake. This is not God abandoning them. It is divine discipline leading to redemption.
Through this terror, God is speaking a message:
“…and it will be sheer terror to understand the message.”
What message?
That the Cornerstone they once rejected is the only foundation that can save them.
That every false covenant collapses under the weight of truth.
That God is calling His people back to Himself.
By the end of this shaking, Israel will understand.
This is the same awakening described in Zechariah 12, Isaiah 30, and Revelation—an overwhelming realization that leads to repentance and the recognition of the Messiah.

A Prophetic Summary of Isaiah 28:16–19
Isaiah reveals a complete end-times pattern:
- God places the Cornerstone—Jesus—in Zion.
- Believers stand secure and are not swept away.
- God measures the world with justice and righteousness.
- Judgments sweep away every lie and false foundation.
- Israel’s covenant with death collapses.
- A repeated scourge passes through morning and night.
- Terror awakens the nation to the truth of God’s message.
Isaiah saw the same future Revelation describes:
the shaking of the world, the discipline of Israel, and the unveiling of God’s Messiah.
And through it all, the promise stands firm:
“Whoever believes will not be in haste.”
Those who trust the Cornerstone will remain unshaken.
